This is a prequel to the original and takes place 20 years before the first film, thus the 'Young' in the title and the character being played by a differant actor this time. From the begining, people are being attacked by sea monsters, one gigantic and the other smaller and more humanoid. As a courtesan is about to be sacrificed to the big sea monster, the smaller humanoid one shows up and she is rescued by Detective Dee. Instead of teaming up with the Empress's top cop, he instead teams up with a prison doctor who knows a little bit about what consequences would lead to a human body being changed into a humanoid sea creature. A detective trying to solve the case at first considers Dee an enemy, but then reluctantly joins forces with him. In Dee's very first case we see his beginings in the Imperial police force, which reveals a sinister conspiracy of treachery and betrayal, leading to the highest reaches of the Imperial family!
