I wonder if this might have belonged to a National Guardsman, they were apparently both defending the homefront and serving in occupied territory. The ribbon patterns are a continuous wind, this is usually found on custom items however with the three awards here being fairly common some manufacturer likely did see fit to turn out a few of them. But maybe not too many.
