Chan's image as the clown prince of action comedy flies out the window for this serious hard-boiled cops-and-kidnappers tale -- a brave career choice that netted him a Best Actor Award at the Golden Horse Film Awards. At the center of the plot, which is based on a true story, is ruthless property tycoon Law Hang Kang. Unwilling to pay his construction workers their outstanding wages, he hears of a possible plot to kidnap him, so he immediately demands police protection. His fears prove justified: he is abducted during an amazing car and bike chase. The kidnappers, bound together by a ritual blood oath against the tycoon, secretly include portly long-serving detective Kent Cheng, who is partnered with Jackie Chan during the subsequent investigation and becomes increasingly dangerous to him the closer Chan gets to uncovering the truth. Kent Cheng is superb as the cop who will stop at nothing to keep his criminal involvement secret, while strong supporting performances come from Christine Ng as Cheng's disgruntled-whore girlfriend and Ah-Yeng Pui-Shen as the kidnap victim's confused wife. If the stunts are less showy and more subserviant to the plot than usual in Chan's films, that does not mean their negligible; indeed, the near-finale, set in a labyrinthine building which is going up in flames, contains what may well be the most impressive pyrotechnics scenes ever commited to film.
