The neckline is elasticized and can be worn off the shoulder as well. Made in the USA, the fabric is a very good quality 100% cotton and should be dry cleaned. Lying flat, the garment has the following approximate measurements: Underarm to underarm: 18" Sleeves: 26" and 19" (outer and inner, respectively) Across bottom: 19.5" Back length: 25" All preowned items are sold AS IS.
