Shortly after he came to power, Mikhail Gorbachev declared that close ties with Eastern Europe would be his first "commandement". While it is too early to judge precisely the nature of changes in Soviet-East European relations under Gorbachev, this book identifies trends and tendencies. The contributors assess not only the nature of the relationship but also the possibility of more "organic" linkages in the region. Beyond the policies pursued by the various states, though, the perceptions that each has of the relationship is particularly significant. Consequently, the contributors take a multi-dimensional approach in their analysis of policies as well as perceptions. Focusing on the key areas of political/ideological, economic, military, and socio-cultural relations, the book uses a double-entry system that allows experts on Soviet policy and on Eastern Europe to examine the same issues and collectively provide a comprehensive analysis.
