This is a pretty special small serving plate! It has an unusual treatment of being Topaz Opalescent glass with a gorgeous Carnival finish. I cannot find anything with this finish in the 1990s book I have. Fenton made Topaz Opalescent glass in 1997. But this plate is not shown in any color in the book and TO with carnival coating is not mentioned at all. So I suspect it was a special edition product. The mark on the bottom of the pedestal is Fenton in an oval with a very tiny digit below Fenton -- it's very difficult to make out what number the digit is, but my best discernment is that it's a 9, meaning it was made between 1990-1999.
This beautiful torte or mini cake plate measures 6 7/8 inches wide and 2 1/4 inches tall. It weighs 14.6 ounces on my scale. The base is purely Topaz in color (i.e. Vaseline glass) but the top is heavily opalized, so that it nearly looks like custard. Over that is a rainbow-like sheen that is mostly blues and pinks. It looks really nice over the opalescent yellow! The effect is especially beautiful on the underside of the plate, where it accentuates the pattern details.
Since I didn't find one of these plates in my book, I don't know what Fenton called the pattern. But some sellers have called it Hobstar and Floral. There are 4 relatively large hobstars evenly placed around the outer edges of the plate. In the center are 4 leafy fronds swirling around the center and each ends between two of the hobstars. Perhaps Hobstar and Leaves would be a better name for it. The hobstars have an oval center and look more like a mum or a daisy with that center. There are indentations in the top surface where the hobstars are, but otherwise the top is smooth and only parts of the leafy fronds are visible from the top. The very top of the pedestal has a thumbprint or Georgian pattern on it. I think the pedestal is also iridized, but it's not as obvious as on the plate portion.
This stand is in perfect condition with no damage. I don't know about the previous owner, but it is so beautiful that I could not bring myself to use it to serve a cake or cupcakes on. So there are no use scratches, either.
This being Topaz color, it is yellow uranium glass and it does glow in black light. I take my black light photos under a 395 nm light.
