Very unique piece of WW1 homefront ephemera presented by the Federal Reserve Committee to G.H Spawn with the placing of the Second Liberty Loan 1917. Signed or Autopenned (Appears signed but unsure) by the Governor of the Federal Reserve Bank of New York Benjamin Strong Jr.
