VINTAGE 40s or early 50s Black Velvet Feather Pinwheel Cocktail Party Hat O/S This little number is a cutie- with a simple black velvet base that is held on by "ears" and has a crown of curled feathers around the entire circle. The feathers aren't completely symmetrical but it does make a great little cocktail hat,sort of ethereal with that crown of feathers. Will fit any size head. The Diameter is about 18" with feathers.
