This hat is definitely from the 1960's. It is a ring of velvet like material with fancy folds or pleats of another fabric. It is covered in netting but the netting does not extend beyond the hat itself. There is a small bow on each side of the hat. I would call the color blush because it is a neutral but definitely has a pinkish tinge to the neutral. It would fit a 6 1/2 inch head or smaller. It was definitely a Sunday best hat or maybe for a wedding back in the day. There are no holes in the velvet or other materials. The netting is intact. The bows on top are the same color and could use a little pressing to stay flat. My photos are hd but the color is a little muted in the photos. The hat is essentially a circle of fabric covered in netting. These open air style hats were worn in the summer and spring. In my photos it is sitting on a brown wooden form for display purposes. In photo 4 & 5 I tried to show how the fabric loops over the front. It isn't loose I just pushed it down on the form slightly to exaggerate it. The last photo shows the underside . I don't know the manufacturer as it has no tags. It has been wrapped in tissue for years in a hat box in a smoke free environment.
