I would guess the painting was painted in America. The painting is a Mid Century Modern artwork painted in 1959 (view photos). The item is from an estate liquidation (see photos). This painting measures in total framed about 26.75 inches high and it is about 23.75 inches wide. The painting without the frame measures about 25 inches high and it is about 22 inches wide. The picture frame has some wear and finish losses. The painting has some wear (see photos and / or written description for the condition of this item).
