Shirley Horvath (1935-2019) was an Amateur artist who lived in Detroit, Michigan.
Her clown painting series is available for purchase here.
This is either the most impressionistic of her works, or something she never got around to finishing. This one is unsigned but purchased from the same estate as the rest of her works. It is safe to assume this is the same artist.
